This helped me on two machines, XP-SP2 and 2003 server SP1 both with OpenVPN 2.0.9 client.
These commands should reset winsock configuration to state like newly installed windows. You may lose some configuration settings, like ip address or so.

The netsh command do works, bu I always have to enter the command, and then restart in order to be able to connect to VPN...
is there any permanent solution? where is the problem is actually is coming from? My windows XP or from the openvpn?
