Use the firewall to block that user's access to any internet resource on any port. When they call to find out why they can't access the internet, inform them that they were found violating company policy and was using excessive bandwidth so you had to kill the connection they had to all internet resources to restore internet usage to a normal level for everyone that is trying to WORK!!

Then get the destination address and ports WMP was using to access the site and block it with the firewall and then lift his block all rule.
