Web Filter Wildcard Blocking

I am a consultant for a school who's students are in the juvenile justice system. Because of this there is a need to be exceptionally careful about what they are able to access online, and we've come to the conclusion that the best solution would be to block everything except for sites that are specifically whitelisted.

Is it possible, then, to use a wildcard to block everything in the URL blocklist, and then individually add sites to the passlist that we want to provide access to?

Welcome to the forums! Yes, you can use the Web Filter's CATEGORY BLOCK LIST to block All Web Content, then specifically list the acceptable sites on the Pass List.
