Do I need to use Remote Access Portal in order to connect to my server via RDP? If not, what's the correct config to open port 3389? Thanks!

you want to connect to a Windows Server, is that it ?
so, you have to config your router to redirect this connection to you..

you can find a lot of help on the wiki page..

Port forward in the routing module.

As Richie said, port forward in the routing module AND create a rule allowing the traffic in the firewall module.
