Is there a way to block SPAM from entering our network completely. We have been monitoring the SPAM and are comfortable with the strength level and want to now stop the users from receiving SPAM in their mailboxes.

Yes, set it to 'block message' in spam blocker (and identity theft blocker if you wish).
Then it will just be thrown out with the bathwater.
In the next version (4.2) the tarpit setting will actually change from slowing the sender down, to just downright rejecting the sender's connection if its a spammer. (This saves the bandwidth and processing power on the untangle server)
