I'm looking for a solution to turn the Captive Portal page into a document (Computer user agreement.), check box (To accept the terms in the document), and a continue button.

Any solution for this problem? Do I need to purchase the Branding Manager? All help and constructive feed back is greatly appreciated.

The basic captive page already has these features. Just copy and paste your agreement text into the Message Text field in Captive Portal -> Captive Page

The only issue with that is it doesn't hold format. It puts it in plan text. That and it doesn't look like a professional document.

You can use basic HTML in the Default Captive Portal page to format the text output.
