Question Blocking MSN messenger with one exception

I put this in the firewall forum because I think this is where my answer lies, but if that is wrong feel free to move it.

I want to block MSN messenger for my whole network except for one static IP address.

If I add a rule under protocol control for application/x-msn-messenger can I override that some how for the single IP I want to have access ?

Pointers/Tips ?

Protocol Control is your only hope... and it isn't perfect. The MSN client is good at making its traffic look like regular web requests.

Ok, so protocol control is my only hope at blocking it....what about allowing one exception?
