I have OpenVPN setup and working. At least it worked last evening from an offsite wired network. This morning, we tried using an internet connection with the netbook tethered to a Verizon Droid Bionic (using PDANet app). OpenVPN could not connect. I then tried to ping the UT external address and it could not ping successfully. Is there something that needs to be changed for OpenVPN to work across the cell phone internet connection?

You'll need to ask your cell phone provider. A lot of them block VPN connections.
The fact that you can't ping is odd. Can you ping other addresses? Like 8.8.8.8 for example? If not, then maybe they are blocking ping as well.

check the settings on your phone connection, something about multiple connections. On the Sprint cards, there was a setting in there for only allow one connection, and when you try to use it with OpenVPN, it would not work, unless you change that setting.
