Rule to accept all traffic only to a few ip adresses

Hello. I need help to create a rule that permit some users (ip adresses) to have unrestricted acess to internet. Can you help me?

a Bypass Rule would do it, but if you do that none of the traffic will show up in the Reports. otherwise it's different for each app, but usually involves adding their IP to Pass List.

or a firewall rule allowing Destination address or Destination port = any and use the Source Address and put in the IP's of the people you wish to give access to.

Are you on a domain? cause if so using Directory Connector could let you do it by user if they dont have static IP's.
