There are several ways to accomplish this.

Turn on reports, set your data retention time to something short (1 or 2). This will help performance quite a bit anyway.
OR
Turn on reports, disable daily/weekly/monthly report generation, and only generate them on-demand if you want them. The data will still be there, but the reports won't be there to summarize it unless you generate it.

Note that turning off reports will NOT accomplish this in any version of untangle.
Effectively what you were doing in 9.0 is the same as the second option above. The data is still there, but the report is not. You can verify this by simply turning on reports at any time and generating the reports.
Hope that helps.

I was not implying anything about the changelog. I only answered your question about where they are and the relevant section.

by the way, on this topic, I noticed recently that if you don't have Reports installed at all and you click on an Event Log, it gives a pop-up explaining that Reports is now necessary for logs. However if you have Reports installed but turned off, and then click an Event Log, you just get nothing. Perhaps this has already been changed, but it would avoid support posts by confused users if you make the pop-up appear in both situations.
