We had implemented a password of the day for a local directory user via LDAP in the prior versions of Untangle. With the new version I've tracked down the file for holding the passwords, however, when I change this file, the changes do not appear to be recognized (ie: it appears to be cached in the engine). How do I force a reload of the local directory?

Probably the easiest way is to just '/etc/init.d/untangle-vm restart' in your cron job.
You could also add an API call for the local directory to re-read the config file and call it from a python script or something, but that would be a bit more involved.
