SNMP question

I'm a SNMP noob but I think it could be extremely useful in tandem with UT.

So my question is, can SNMP with UT but configured to send alerts (via email possibly) if some user launched a bittorrent client or some other program. Basically setting off an alarm within Protocol control.

If so anyone care to give the coles notes version on how to make it work?
