Purchase: Number of users?

So far, I am very happy with Untangle and plan to purchase the Policy Manager to provide better control. I appologize if I have missed this somewhere, but I am trying to get a handle on the "number of users". This is a small school in Zambia and while the number of users is small, they IP address range (and DHCP scope) is larger than 50. I don't have any actual users defined, but IP ranges for student and faculty. We have the occasional guest also. Is the 11-49 User option relying on trust (i.e. they trust you to buy the number you need or is there some way in which the software validates? If so, do I need to change my setup?
