Question Policy Rules priority order

Just need a quick understanding of the priority order of Policy rules. (Top Down -or vise versa)

I read this from the Wiki:

If you added more than one custom policy, Reorder them if necessary. Policies should be listed such that the most restrictive is first as they are evaluated in the order that they are listed.
So in simple application terms you'd put Student policies (more restrictive) toward the top and IT staff policies (less restrictive) towards the bottom? Or Vise Versa?

A second and related question - If we are using the Directory Connector - say a user falls into both categories (humor me with the analogy: Student and IT). Which policy will takes affect for them? Does it follow top down (ie. see's "Student" policy and will not proceed further down to "IT". OR Sees a less restrictive Policy "IT" no matter what?)

Which ever rule matches first.
