ut spyware blocking

so today i wanted to goto download.com and download malwarebytes spyware program.

i got hit with with a
This web page was blocked because it may be designed to steal personal information.

now, this is all fine and great... i got the unblock for now button because i had set it to "Temporary.

question; how can i enforce this spyware blocker on a specific set of computers ? (if policy manager is involved then please dont respond...i am not ready for any purchases)
