Nope, doesn't really start the download at all. It just simply doesn't do anything when trying to connect to the download mirror. It is behind an ASA 5505 8.4(1)
Maybe something is happening during the scan, and then never gets logged as a block?
Doubtful, it won't run the scan until it has the whole file.
Are you blocking partial fetches/resume in virus blocker?

ok, so you are not blocking http resume. i would file a ticket so we can take a look as i can't really think of what could be causing the problem - please include a link to the .exe as well.

We are having the same exact issue. this just starting happening after the upgrade to Build: 9.2.1~svn20120328r31539release9.2-1lenny
Yeah I figured it was due to the recent upgrade. I have a ticket open on this, staff is actually in my box now. I'm watching them via iftop.
