How to block everything except pass list

Hi All

I need to have a category of user that is blocked from all web activity except a list of approved sites (education).

I can see how to have pass lists in the Web Filter but I can't see how to block everything else.

Just check all the categories. That will block everything except what's on the pass list.

just make sure you go into this realizing that they call it the "web" for a reason.
