Blocking a particualar user from a site

This is most likely a really dumb question but I'm new to Untangle so I'm asking anyway. I know how to block an entire site on webfilter but how in the world do you block a particular user from a site?

I think you can make a new rack and policy to handle it but is there another way?

Sorry if its a newb question.
