Default Newb Question about Rack

This is another newb question. I'm getting familiar with untangle and I was adding a new rack. I want to set it up so that we have a default rack and two other racks. One with no blocks and one with restricted blocks. So we can put people on there and remove them if need be. In theory I'm creating 3 racks with different access.

I added a test rack and its now telling me I can't remove it because it has services. I assume that's the list of services such as policy manager, web filter and all that stuff. Dumb me though i can't figure out how to remove them so I can delete the test rack.

Settings > Remove (lower left hand corner)

Stupid question but I was reading the wiki for untangle and maybe I miss understood it. It said something about removing a service and you will lose it from all racks?

above the Services pane the Filter apps are per-rack, below the Services pane the Service apps operate on all racks at the same time.
