Facebook blocked as Phishing/Fraud

Kind of weird. I had just one user who couldn't get to Facebook. No block page, just the standard can't access site error from the browser. I disabled Web Filter and it went right through. When I checked the logs, it showed the Facebook IP 69.171.247.16 blocked as Phishing/Fraud. However, my workstation had no issues accessing Facebook. It is also not blocked in Web Filter. Hmm...

i just submitted it for recategorization, however someone had already tagged it with social networking - phishing/fraud should drop off in the next few days.

Now it is blocking 69.171.247.48. Why are these Facebook IP's being blocked.
It is making the Phishing/Fraud category useless to us.

Facebook is sometimes used for phishing and it's probably getting marked as such in those rare cases.
