Default how does it decides to block the page

i have some web pages that the the spyware blocker comes up with
"This web page was blocked because it may be designed to steal personal information."
Now i disabled the button so you cant bypass it - all of the users clicked ok without even thinking twice.
    Some url samples are

    http://uk.sitestat.com/fcoweb/brithi...+a+passport%5d

    http://uk.sitestat.com/fcoweb/brithi...pe=pdf&ns_url=[http://www.britishembassy.gov.uk/Fil...6649_LS01.pdf]

the only think i can see is the redirection is that why the blocker comes up?

I'm not sure I understand your question. I tested the URL and see the "unblock for now" button, then I changed the web user bypass to none and tried again. I no longer see the unblock for now button. Make sure you click on save once you changed the settings
