I don't think there is a generic way to block all "streaming video"
you can block mime types and sites and filetypes and all sorts of things. But you have to tell it what you consider "streaming video"

so there isn't a way to block Netflix and sites like it with out having a really long list of websites in the Web Filter?
what about streaming music like Pandora?
I'm having a problem with bandwidth hungry apps like Pandora and online games and torrents and streaming video like Netflix on my network

Protocol control have the signatures of many of them, not all
Also, web filter can help to block the pages.
For torrents, here are some threats about it.

One option is to block port 1935. Most flash apps, including video players, use this app for control information. You could also take a look at this thread:

What I would do, though, is rather than block all this traffic use the QoS feature to make sure it's taking a back seat to your more important traffic.
