Default IPsec VPN only allowing 3 clients to connect

I hope this is super dumb on my part, but IPsec VPN + RADIUS connector is only allowing three clients to connect. When the fourth tries to connect, it gets an 809 error. If I disconnect client three, the fourth-now-third client connects fine and the third-now-fourth client receives the 809.

    Thoughts?

Okay, so I figured it out and it's sort of a dumb answer. It has nothing to do with the number of clients (assuming your address pool can accommodate) and everything to do with the number of clients connecting from the same public IP.

When I was trying to connect additional clients onsite here, they would fail with an 809 error. It's because the VPN is only allowing one connection from that (public) IP.

So now the question is, is it possible to allow multiple connections from the same public IP?

    I wish, but no.

That is the fundamental issue with L2TP.
For this case you need to use Xauth.
