    the upgrade doesn't start until after the download is complete (assuming it succeeds). If you close the browser during the download of the packages, the upgrade won't ever even start.

    Yes, dnsmasq will give out the same previous address which is almost always unused if the pool is big enough. Thats why I suspect something else on your network is doing some DHCP magic.
