Hi welcome to forum.
You need a policy manager , you could go to paid application and purchase the amount of users you need from the form and click checkout. With policy manager you can create virtual racks and assign your policies of time based internet blockage.
Sorry it dosent comes in free open source.

Hi,
If it is a Specific Computer with a static ip then you can block it with a packet filter.
(you can even block a MAC address so even if the user change IP it will block it)
Y a i am having the same doubt & what is the static ip address?
go to Config / network
dhcp server - set static IP's for the users they have
remove the ability to change network properties on each local computer, this can be done using gpedit i believe, but if someone has admin rights on the computer they can easily change it back using gpedit as well.
then set in the firewall a block all rule and source address input the Ip's you don't want to get out.
port range from 1-65353
That is one way to do it.
