WINS resolves NETBIOS names to IP's, while DNS resolves hostnames and domain names to IP's. They are two different systems... WINS has pretty much been phased out since Windows/Server 2000.

A lot of people, including myself, have name resolution working without using a WINS server, so something is not configured correctly.

The only reasons you would need WINS is for name resolution of pre-windows 2000 machines, if you have applications that rely on NETBIOS or to get the full functionality of Exchange 2000/2003.

Also, if you are running AD, why are you trying to configure DNS on UT? Use the DNS server on your server 2003/2008 box.
