So when you test from your PC without Untangle you are getting 900+Mb/s both download and upload, but when you test behind Untangle you get only 400Mb/s download? If so then the first thing I would try is to put the computer your testing from in Untangles bypass list and retest (with QOS turned off).

Done, same result. It appears anytime I send traffic through the Untangle box, it drops down. Hence my confusion.

If you run 'mii-tool' from an ssh session on that Untangle in question do you see the full negotiations / duplexes currently there?

Multiple racks due to differing needs, but Mostly web filter, app control, firewall, ad blocker, bandwidth control, virus blocker. Same results when turning all apps off.

And from the Untangle itself? Do you test the speed?
Not only with speedtest.net, also try download whatever big from MS, Acrobat, or same, and take the time vs. MBytes.

2 Nics, 1 for wan, 1 for lan.
Lan nic is onboard, Intel Chipset
Wan nic is through PCI, Intel chipset

EXACTLY which chipsets are you Using?

More valuable than the chipset, what mainboard is in use. Because PCI lane limitations may apply here.
