Default something is block 8443 on IPsecVPN

I have firewall rules to allow all traffic going to 2 servers coming from an IPsecVPN lan. I can ping those servers from the devices on that lan, and even send some other types of traffic. However, they can't connect on port 8443. If I select the VPN settings to bypass all other apps, then it works, but that's not the security I want.

I'm trying to pin down what app is blocking it. I have Web Filter, Application Control, Firewall and Virus Blocker running.
Any ideas on where to start?

Use reports to filter by that port in /admin/index.do#reports?cat=network&rep=all-sessions

Nothing is saying its blocking. Turned off Application Control since it had flagged it, but still having issues.

What do your firewall rules look like?
If you disable those rules, does the traffic work?

8443? Is this a Unifi Controller? Running on Windows?

Because if so... I'd be blaming the Windows Firewall...
