OpenVPN Client Failover to Backup Site

Have a Primary site running NG with OpenVPN, which connects several other sites, also running NG. Want to designate another site as Backup, using a second OpenVPN profile on the other client sites. Ran several tests and, whenever the link to the primary site fails, the client doesn't automatically fallback to the second OpenVPN session. To have the traffic work via the Backup site I need to restart the OpenVPN session on the client NG.

Is this the expected behaviour ? Would there be an alternate configuration to allow for automatic failover ?
