Unhappy Unable to access device on internal or other interfaces

To clear that title up, I have a device (laptop) that I've put on an internal vlan. At the moment, I don't have VLAN isolation set up mostly due to this problem and need to be able to troubleshoot. I'm unable to ping it or access a web portal on it (using a port number). However, if I go directly to the Untangle appliance (z4) and use the troubleshooting tools, I can ping it just fine. I also enabled interface 3 and plugged it in there and have the same problem (unable to reach it from an internal device). On the Untangle appliance, if I open a new browser tab and enter the ip and port of that device, it goes right to it with no problems. It's my understanding that by default, nothing is blocked out of the box unless you specify it to block. This is a fresh install so with a few exceptions, no new rules have been added. I've imported some from the previous install but they're all disabled at the moment to prevent adding more problems. I'm not sure what I'm missing here or doing wrong so a little additional brain-power to help me out is needed. I appreciate it! I'm sure anyone who can help will need extra info, so I'll be monitoring this post frequently to respond to requests.

Use trace route to see were it is trying to go.

Running a tracert to the device from my computer on the internal interface, it doesn't even make it to the second hop. All of the requests time out.

    Code:
    Tracing route to prod73.paradise.com [192.168.69.100]
over a maximum of 30 hops:

      1 <1 ms <1 ms <1 ms bigisland.paradise.com [192.168.1.1]
      2 * * * Request timed out.

Is the VLAN interface defined on the NG Firewall? If it isn't, VLAN traffic will be dropped as unroutable.

    Please don't reboot your NGFW.
