Wait - I might have figured it out. But am getting bombarded with emails.
I changed the Alert Rule to:
    Class: SettingsChangesEvent
    Conditions: username = MYUSERNAME

And when I make changes to the Firewall, they are recorded in the All Settings Changes report and I'm getting an email for each one. The emails are flying now - too many. I tried setting the frequency but that didn't seem to do much to reduce the number.

It's a step in the right direction, but still not what I'm looking for.

If you want alerted on a configuration change, that's exactly what you're going to get. The flapping settings won't throttle it because you will get 1 email for each line item change in a configuration file somewhere.

This is why I suggest you don't do that, alert on admin login, and be aware of the All Settings Changes report in the Administration section.

It didn't cross my mind that I'd get a bunch of notifications - more than I care to get. I am seeing that your suggestion is the better option. Thanks.
