I have many chromebooks, and they all update. So Untangle doesn't block Chromebook updateas 'out of the box', but definitely could in some user setup scenarios.

SSL Inspector could block it if scanning google domains, some firewall rules could, some web filter rules probably could too.

If you're trying to run a blocked-by-default style network, where Google Search, YouTube, etc are limited, you're gonna be in trouble here. IIRC, you can't really allow Chrome OS updates without also allowing large swathes of Google/YouTube.

It's not that Google deliberately hides things or tries to inter-mix things in order to defeat filters; it's just easier for them to simply dump everything into the same huge CDN, where the HTTP url for transferring a generic YouTube video looks pretty much the same as a Chrome OS update, and new content comes available in there much faster than one could reasonable classify it in an accurate way.

If you like having the SSL Inspector functionality, you could create a rule that ignores the MAC address of your Chromebook. Make sure that rule is above the "Inspect all traffic rule." Do your update check and once it completes, disable the rule. Set a weekly reminder to turn the rule on and check for updates, rinse & repeat.

It's not a great solution, but will save you all of those whitelist entries. :\
