    I have redone the zip file multiple times, using the existing archive file, creating new files, changing the key folders, etc. without any success. I did try to change it so that it was not within the untangle-vpn folder but then got a message saying that the configuration file is invalid.

    I gave up with Untangle 9.4.2 trying to connect to Untangle 10.2.1 in a Site to Site OpenVPN configuration. I drove out to the remote site and installed Untangle 10.2.1, being able to import the configuration files (after turning on OpenVPN) and it connected right away without any issues.
