Default Blocking / Tagging New Devices from Accessing the Internet

Is there a way to tag or block newly discovered Devices in order to prevent them from accessing the Internet other than the use of Captive Portal? Ideally, I would like to place newly discovered devices in a separate group or queue prior to allowing access to the LAN or Internet.

you could create a tag event based on trigger rule for a "new device" event.
There is an example alert rule that shows how to do this that should work if you did it in a trigger rule.

However, the inverse is probably easier to just add a "approved" tag to every approved device.
If they don't have this tag, send them to a special policy that blocks all or provides a captive portal or whatever.

Thank you for the suggestion to use 'approved tags' for known devices. That's simple and works for my environment.
