If you want to depriortise, under Bandwidth control, add a rule for Protocol:BITTORRE and then you can assign the part of bandwidth.

You may block Torrent and Socks protocol just by Application...

Simple step: just goto Firewall-Rules-add the rule for :
1. Client Country-China
2. Server Country-China
