this happened me to me once with a client he was using microtik and microtik had the proxy filtering enabled.

we disabled the useless microtik filtering and it worked fine.

im using the paid version of untangle and i want to block https://www.facebook.com. if i check "Categorize HTTPS traffic by IP address if domain-based lookup fails" it blocks all the HTTPS trafic not...
