DNS Issues URIBL_BLOCKED

I am hoping someone can clarify something for me.

If we are seeing "URIBL_BLOCKED" this means the DNSBL queries for that specific scan failed correct?

I know we need to implement a cache DNS server, but finding the time is the tough part.
