That's exactly what I was doing but no go for me.
Since you got it working I've tried doing the manual reboot.
    Bang!! It works.

I think when you upload Language pack for the first time, it is applied without needing reboot.
But updated language file you upload there after isn't going to get applied without reboot.

By the way, I've tried selecting English then back to Korean and that didn't work as well.

A reboot shouldn't be required for either the initial language install or switching to English.

What browser and operating system are you using?

After you make the change, are you being redirected to the top of the user interface?

I'm using Edge in Windows 10. When I upload the zip (language pack) file no I don't get redirected.
Actually this is exactly what I do to load the new zip file properly.
    1. Download new file (After I made the change at pootle).
    2. Load the file into the unit.
    3. Change Language back to English. (This is where I get redirected to dashboard)
    4. Reboot.
    5. Change language to Korean. Again redirected to dashboard.
    6. Done.
    This works every time.
If I omit step 3 and leave language set to Korean and go through the reboot, untangle will continue to load the old translation content.

What language was selected when installing Untangle?

I just tried it using Windows 10 w/ Edge.
    - Start in English
    - Download Korean language file.
    - Select the Korean zip file just downloaded with browse button
    - Click Upload and wait for the succeeded message.
    - Korean is now in my download list. Select it and click Apply.
    - Untangle shows the dashboard with some Korean now.

    I selected English when installing.
You are right. There is no problem with that.
I can switch to Korean just fine doing it exactly the same way as you explained it.

Problem is afterward. That is uploading edited language file.
You see, I'm working on the translation. So I'm making the changes to language file via Pootle UI.

    Let me explain it again.

    1. Start with brand new copy of untangle. (I'm using OVA image)
    2. Download Korean Language file.
    3. Load the downloaded file.
    4. Select "Korean" from the drop down.
NOTE: Right now, Language is in Korean. No problem so far.
    5. Login to Pootle and work on translation.
    6. Download (NEW) Korean Language file.
    7. Load the downloaded file.
Now, anything that was in Korean is still in Korean.
But problem is, my translation work hasn't yet taken affect. Meaning that bit is still showing in English.
Originally I thought that language file hasn't been updated. But this is definately not the case.
So if the language file I've downloaded is with my NEW translation, why isn't it showing it?

As the subject suggest, I thought it was because string was in UNVERIFIED status.

Well, now I know it has nothing to do with it.

Thank you for the detail steps. I see the issue now. I've opened bug 12940 https://bugzilla.untangle.com/show_bug.cgi?id=12940. Until the bug is resolved, a reboot is required to see the changes.

Nice find. The internationalization uses a cache to store strings, so we probably need to flush some cache when "switching" languages.
