    Default Apply data throttle during failover?

    I am planning out my install/configuration of a 4G broadband modem as a WAN connection for failover scenarios in a SOHO environment. My wife teaches for a virtual academy, and we can't keep having our primary ISP impacting her job when there's an outage. However, I would like to implement some sort of data throttling to ensure the data cap is not reached too quickly with this secondary link. Can anyone suggest a couple different methods of achieving this? Maybe even to the point of blocking certain streaming devices (roku, etc).

    Best idea I have is to create an Application Control rule for the application to block if an specific WAN is the destination interface.
