Default Web Filter - not blocking sites

I have web filter running and have blocked several categories (ie tobacco).
However, I am able to search for tobacco and related products without getting blocked.
I do not have SSL inspector turned on. I tried turning it on but it says disabled.
Have I missed a setting or something? Thanks.

    Can you take a screenshot?

(This will provide the answer to like 10 questions that are easier to answer with a screenshot)

Yes - screenshot of what I have blocked, SSL inspector, or something else.

    I have uninstalled SSL inspector.

Sorry, I meant the screenshot of the website (of what you see when you want to see a block screen). Please don't crop.

Alternatively, you can find the individual request in question in reports and see what that web request was handled the way it was handled.

If I block "tobacco" and google search for tobacco, all the tobacco sites come up.

I assumed it would block that? I'm trying to reduce size of screenshot now.

I also blocked wikis and am able to get to wikipedia. I must be doing something wrong?

What if you click on one of the results from the search? I don't think it will block searches.

It does not block if I click on the results. Just clicked on wikipedia and was able to use it as normal.

Look in reports, it shows every request and what it did with it and how it categorized it.

The answer to all your questions lies in just looking at what web filter did and why... in the reports.
